About the Author

Vesna Pusic is cofounder and director of the Erasmus Guild, a nongovernmental, nonpartisan think tank in Zagreb, Croatia. Currently associate professor of sociology at the University of Zagreb, she spent the 1996–97 academic year as E.L. Wiegand Distinguished Visiting Professor of Democratization at Georgetown University’s School of Foreign Service. The present essay is based upon a talk that she presented at the International Forum for Democratic Studies of the National Endowment for Democracy in Washington, D.C., on 24 March 1997.
