Neil J. Kritz is assistant general counsel for the Rule of Law Initiative at the United States Institute of Peace in Washington, D.C. He has been observing developments within the Commission on Security and Cooperation in Europe (CSCE) since 1979, both as a staff member of the U.S. Commission on Security and Cooperation in Europe and as a chairman of the American Bar Association’s Subcommittee on the Helsinki Process.
