About the Author
Gautam Adhikari, a journalist for the past 25 years, was executive editor of the Times of India in 1994–97. He has been a fellow at the Joan Shorenstein Center for Press, Politics, and Public Policy and an adjunct lecturer in public policy at Harvard University. In 1998–99, he served as project director of the World Movement for Democracy and as a visiting fellow at the International Forum for Democratic Studies.
