Jorge I. Domínguez is Clarence Dillon Professor of International Affairs and director of the Weatherhead Center for International Affairs at Harvard University. His most recent book is Democratic Politics in Latin America and the Caribbean (1998). This article is drawn from a longer essay, coauthored with Susan Kaufman Purcell for a project of the American Assembly, that will appear in a book edited by Albert Fishlow (forthcoming from W.W. Norton).
